Damage → Report loss/theft (also on the tool page) records where the tool was last seen and, for theft, the police report number. The tool changes to Lost, open loans and reservations are closed. If it turns up again, tool issue sets the report to Found again (tool available again); otherwise to Written off (retired) with the replacement value as a cost. Lost and retired tools appear under Purchase orders → Suggestions as a replacement need.
